As a city founded on the pursuit of wealth with little room for morality, Eshpurta has naturally developed it’s fair share of corruption, both formal and informal. There are some that would argue the “noble houses” are little more than legitimized crime families, no one would dispute that there are a number of clearly criminal organizations at work in the city.
The city’s turf is roughly divided into the Jack and Toms operating out of the Southeast Quarter, the Wharf Rats operating primarily in the Southwest Quarter, and the Black Rose gang, operating out of the Northeast Quarter. There are also whispers of a fourth organization at work in the Northwest Quarter, but few who discuss it in the open are heard from again.
Additionally, there was once a well-known group of assassins known as The Nine which roamed the region bringing their own version of “justice” with them. Some would view them as vigilante defenders of order, but others would see them as little more than common criminals themselves or perhaps even foreign agents bent on the city’s overthrow. The City Watch and the Noble Merchant Houses all have standing rewards for the capture of any member of the nine, though no one has heard from them in years.
